The announcer is talking about how he and SpongeBuck are going to show the proper way to ride a seahorse. The announcer says to place the right hand on the saddle horn and the right foot on the stirrup. SpongeBuck does so and the announcer says to then place his left foot balanced.
However, SpongeBuck ends up putting his left foot on the saddle horn and his right arm on the seahorse's tail. After more trials, SpongeBuck gets on the seahorse, only to get knocked back down and make the seahorse run away.
