He is a light jellybean shaped olive green fish with dark olive green lips and has dark olive green stripes. He wears a yellow-orange shirt. In his older appearances, he had oval shaped eyes with no bags under them, no lines on his feet, and 2 stripes on the back of his head instead of his revised design's 3.
He wears a dark gray suit and pants over a orange dress shirt with a blue necktie.

Incidental 64 is a somewhat common incidental character in the series, he has had many notable & speaking roles as well as minor and non-speaking roles.
He yells out “Where’s our food?!” in the angry mob.
He appears as one of Squilliam Fancyson's friends.
SpongeBob thinks he is a robot, but then he says that he isn't. SpongeBob tells him that robots are everywhere, though he doesn't understand.
He is seen at the Krusty Krab where Squidward attempts to ask what his name is, only for SpongeBob to come out of his mustard bottle and call him Thaddeus.
He is a prisoner at Inferno Island.
He steals handsome Squidward's clarinets and later gets torn to pieces by several Bottomites who were crazy for handsome Squidward.
He appears as a cello player alongside Incidental 60 in Squidward’s orchestra.
He is shown as the judge of the Bikini Bottom Pet Show. He is first seen analyzing various other pets at the show until he gets to Gary the Snail and gets bitten by him. At the end of the episode, he claims that Patrick, who was pretending to be SpongeBob's worm, won the pet show.

He and Incidental 7 appear as tourists taking pictures of stars on the walkway. But they see Patrick laying flat on the walkway and mistake him as a star, though they refused to take a photo of him.
He is seen wearing the hat and claims to wear it because he is bald. When Mr. Krabs flies out of the Krusty Krab, he bows his head and then takes off his hat to take a bite. The Hatty Patty was also the idea of Squidward, and Mr. Krabs makes it.
Mr. Krabs steals his newspaper and his morning coffee, much to his annoyance.
He is a passenger on Squidward's bus.
