Incidental 31 is a blue fish citizen of Bikini Bottom. He makes many cameo appearances throughout the series, beginning with "Ripped Pants."
Description
He is a cyan fish with three dark blue stripes on his back, light blue fins and a unibrow. He wears red swimming trunks.

He orders a Krabby Patty with extra onions at the beginning of the episode.

He yells "Yee haw" and dances around with Incidental 8 when he sees SpongeBob bouncing on his inflated hat.
"Prehibernation Week"
He gets burnt by a crater while looking for SpongeBob and claims at least he still has his personality.
"ChefBob"
He was the first customer to be insulted by ChefBob. At first this caused him to blush in embarrassment but he soon found it funny and laughed along with everyone else.
"Squid's on a Bus"
He is a passenger on the bus that was being drove by Squidward.
