Incidental 23,[2][3] also known as a crowd member, Incidental 160D, Incidental 160G, and Incidental F7,[4] is an incidental character who first appears in the episode "Ripped Pants." He is classified as a weirdo-type incidental.
Description[]
He is a large light turquoise tuna who wears red-orange shorts. He has blue lips, blue arms and legs, and a blue fin. In his older appearances, the sclera of his eyes were colored a very slightly darker shade of white. In his debut, "Ripped Pants," the sclera of his eyes were a dark shade of blue.
Crowd[]
It is a distant incidental with Incidental 23's color palette appearing as a large light blue fish with a dark blue dorsal fin who wears a red dress.
Incidental 160D[]
He is colored turquoise with a teal dorsal fin and lips and wears a dark blue speedo.
Incidental 160G[]
He is colored faded blue with a dark blue dorsal fin and lips and wears a dark blue speedo.
Incidental F7[]
He has thinner oval-shaped eyes, visible nostrils, and appears to lack the large gills and squiggles underneath his mouth. He wears a dark gray suit and darker gray pants. He also wears a white dress shirt with a black bowtie under his suit.
Names[]
Charlie is the only generic name Incidental 23 has been given in the franchise. Although it was used in "Hocus Pocus" while he was portraying a character in a commercial.
Role in series[]
Incidental 23 is a somewhat commonly used incidental character. He makes several non-speaking roles as well as speaking roles. He also has an "F" Incidental variant known as Incidental F7 that has made a few appearances throughout the series. He was firstly designed to be a beachgoer.

He is part of the audience that constantly cheers for Larry the Lobster and Sandy's weightlifting in many shots.

His "Incidental F7" variant is seen being sent into the air during Pearl's performance. He can later be seen purchasing a tomato from the salad bar to toss at Squidward.
"F.U.N." / Tales from Bikini Bottom[]
He becomes shocked when the large side window of the Krusty Krab slams shut.
"Suds"[]
He and Incidental 31 spit their food out before all the customers freak out from hearing Mr. Krabs saying he doesn't want SpongeBob sneezing all over his food. He is then seen as one of the customers running and panicking in the Krusty Krab.
"Texas"[]
He appears at the Krusty Krab with Incidental 42, where they both cry while hearing Sandy's Texas Song. After Incidental 42 uses his Krabby Patty to wipe his tears away like a tissue, he takes his patty and blows his nose into it. He is also one of the characters that surround the screen near the end of the episode.
"Walking Small"[]
He randomly sits right on SpongeBob's face for no reason. Plankton then tells him to be assertive and command him to get off but SpongeBob just asks him nicely. He later gets off and just walks away.

He is part of the riot formed by Squidward wanting to pop Bubble Buddy.
"Imitation Krabs"[]
He is seen walking into the Krusty Krab during the opening of the episode.
"Grandma's Kisses"[]
He is one of the customers at the Krusty Krab that constantly makes fun of SpongeBob getting kisses from his grandma with Squidward. He also makes fun of SpongeBob with a long insult acknowledging his infantile habits before the other customers cut him off for going on.
"Prehibernation Week" / Tales from Bikini Bottom[]
He is first seen walking across the screen calling for SpongeBob while various Bikini Bottom residents look for SpongeBob in downtown Bikini Bottom. He later tries to pass a banana off as SpongeBob to Sandy, but she does not buy it.

He is seen trying to convince Squidward to come out of his house and celebrate Christmas.

He is seen celebrating Incidental 73's birthday in Mrs. Puff's fantasy, where they eventually get run over by SpongeBob.

He is seen at the nightly event called Komedy Krab he was also heard whispers "What?" after hearing SpongeBob's goldfish joke.

He is seen screaming and running around in circles after the loudspeaker tells them to do so due to Clamu's freak out.

He is one of the students that mistake Squidward's art class for their cooking class.

He appears as a rock collector with Incidental 107 where he tosses SpongeBob and Patrick disguised as rocks into their truck.

He is part of the audience that constantly gets disturbed by Gary the Snail's injuries, as well as saying "aww" to the romance of Gary and Snellie.
"Krabs vs. Plankton"[]
When Plankton slips where SpongeBob mops, he tells Incidental 41 there should be a wet floor sign there. To which Incidental 41 replies "Yeah, if that were me who slipped, I'd sue old man Krabs for all he's got." Plankton questions if it includes the Krabby Patty secret formula to which he replies "of course."
"Selling Out"[]
He appears as one of the workers who redesign the Krusty Krab into the Krabby O' Mondays. He is later seen receiving his change from the Krabby O'Monday's automated cash register.

He is one of the citizens that the Chumbot kidnaps and brings to the Chum Bucket.
"SquidBob TentaclePants"[]
He is seen glaring at Squidward while he is leaving the recital.
"Hocus Pocus"[]
He stars in a commercial to help promote Mr. Magic's Magical Kit where he is portrayed as a boring person who later becomes a wizard with the help of the Magical Kit.

While the customers at the Krusty Krab panic about the Mild Ones, he suddenly arrives holding a stack of napkins and questions why everyone is freaking out.

He is shown to be a prisoner at Inferno Island where Incidental 106 tells him the idea of sneaking away from the island on a boat SpongeBob and Patrick were making.

He appears as one of the cowboys at the Krusty Kantina singing "Dead Eye" with Pecos Patrick.

He tries to order a Krabby Combo but Squidward does not let him. He then tries to order a Double Krabby Patty but SpongeBob does not let him either. He finally tries to order a Triple Krabby Patty with cheese and SpongeBob tells him that he thinks he had too many of those, causing him to get angrily offended and leave.
