This is a page for creating and resolving concerns on topic: "Hurt and Heal rules stuff should go to Guidelines."
At the end of the page, you have "Create New Concern" button, which you can use to voice your concerns, comments, or questions about what the proposal. You can use the "Refresh This Discussion" button, which you can use to make sure that all changes are included to a page.
After 7 days of discussion, the concern stage will end. All points brought up during that phase will be taken into account and an administrator can move the discussion to voting, modifying the original proposal with any changes discussed by the community.
You can also add your comments to existing concerns. On the other hand, if you have no concerns, then you just wait for the voting stage.

I reckon that Hurt and Heal rules should be a guideline, not a policy, because it is not something that should be strictly followed due to being an off-topic game that is meant to provide fun and not full of restrictions.
On the other hand, to make the Hurt and Heal rules clearer, I think they should be moved to a separate ESB page called "ESB:Forum Games" and put into the right policy box in the "Other" section. Right now, I have little idea where those Hurt and Heal rule things go to. Either that, or there should be another thread that shows the basic Hurt and Heal rules for those who are making any.
All forum games have rules. Previously, the "Never Ending Story" threads had topics that users could not talk about due to an issue with them. Rules are not always things that take the fun away. The "Describe the Image Above You" game thread does not allow a picture to be reused. In fact, a forum game you created a while back about describing episodes with a picture did not allow for A Pal For Gary.
Now, I am not saying that 1 rule is the same as a whole policy or attacking you, but my point is that rules are almost always present. Also, the rules were made both because long Hurt and Heals that drag on go inactive and because ESB is an online encylopedia, not a game wiki. Why make a proposal to pretty much make the rules that got community consensus (at least 70%) unofficial right after the proposal passed? Why excuse all the reasons that there should be restrictions?
