I think it's most likely that they have no better ideas for new episodes, approve totally strange plots, I don't know if they are fan-made, but they look like it.

They could bring back Squilliam Fancyson for Season 16, But instead of making episodes with totally innovative plots, it seems that they only seek to make weird episodes for the sake of it.
